The Western European Union, or the Union de l’Europe Occidentale, was formed in 1948 and emerged from the Brussels Pact. It was a defence pact between Britain, France or Benelux countries. By 1954 it has seven member states, and in the 1990s Greece, Portugal and Spain joined. It is also backed by various other ‘Associate’, ‘Observer’ and ‘Member’ countries. Although it still exists, its responsibilities are largely controlled by the European Union and NATO.
