Nikolai Novikov was the Soviet Ambassador in Washington. He believed the United States was purposely attacking the Soviet Union. “The foreign policy of the United States, which reflects the imperialistic tendencies of American monopolistic capital, is characterised in the post-war period by a striving for world supremacy.” He believed that US policy regarding Europe was designed to “infiltrate their national economies”.
He underlined his analysis of an aggressively anti-Soviet American policy by saying “The present policy of the American government is directed at limiting the influence of the Soviet Union from neighbouring countries. … It also attempts to secure positions for the penetration of American capital into their economies”
